Abstract: 
The research highlights the main proposed theories about ICT, "Information and Communication Technology", definitions, concepts, advantages and disadvantages, and explains how is it helpful in boosting the work environment. The main aim of the project is to discover the real technological level in Lebanese public sector; the sample was narrowed to cover Al-Koura municipalities. This study was conducted amongst 33 municipalities in Kaza Al-Koura using structured questionnaires distributed to different members in the municipalities using stratified random sampling. The interviews conducted in the mentioned municipalities lead to understand where they stand from technology, what types of equipments exist there, and how respondents perceive ICT, while highlighting on the expected benefits and the main obstacles of ICT usage.
