Private and governmental organizations are under a continuous pressure to align their actions with a constantly changing business environment. However, the reported success rate of organizational change initiatives is extremely low. Accordingly, this intervention-research aimed to examine the value of the adoption of the SocioEconomic Approach to Management (SEAM), as an innovative model and intervention, for the development and change of the FMD, a public entity in Lebanon. The particular objective of this IR was to assess the contribution of SEAM in developing the management effectiveness of the FMD work. Accordingly, a "qualimetrics" interventionresearch process, participatory in nature, was adopted. This process consisted of identifying the root causes of the dysfunctions and hidden costs within the FMD and defining and developing change and enhancement projects to address the identified gaps. The results of the IR revealed that SEAM intervention impacted positively the overall strategic management performance of the FMD. This was achieved through the successful integral and multidimensional ODC approach adopted by SEAM. This IR will provide a better academic and professional understanding about the value of SEAM, as an innovative management tool, to induce organizational change and enhance strategic performance within the public sector in Lebanon.
